Breana Weaver is Manager of Diversity, Equity & Inclusion for PCL Construction’s $2 billion California Buildings District, where she leads economic impact strategy across the firm’s largest public-sector and design-build programs. She oversees supplier diversity, workforce development, and community investment initiatives, and regularly represents PCL in major pursuits—advising pursuit teams on inclusive delivery models, partner selection, and owner expectations in competitive, owner-led procurement environments. Breana gained industry recognition leading workforce development for the Destination Crenshaw project, achieving a 70% local hire rate on one of South Los Angeles’ most significant infrastructure investments. She has since expanded her leadership across multi-billion-dollar civic and infrastructure programs, translating DEI commitments into measurable business development and delivery outcomes. Beyond her role at PCL, Breana has served as Vice Chair of the AIA–NOMA Justice, Equity, Diversity & Inclusion (JEDI) Committee, is an active SoCal NOMA member, and supports national pipeline initiatives advancing diverse talent in the built environment. She also serves on the boards of GLAAACC and DemoChicks, and contributes to industry-wide DEI efforts through AGC of California. A UCLA alumna and Coro Fellow in Public Policy, Breana brings a cross-sector perspective that bridges public policy, community impact, and high-performance project delivery.
