Rosey Zhou is the Director of Capital Investments at the Seattle Office of Housing, where she leads the team responsible for deploying funding to support the development and preservation of affordable housing across the city. She oversees strategic investment decisions, collaborates with public and private partners, and works to ensure that housing investments align with Seattle’s long-term affordability goals. Rosey joined the Office of Housing in 2019 and has played a key role in shaping and implementing Seattle’s affordable housing funding strategies. Prior to becoming Director, she served as the Rental Housing Program Manager, overseeing the Multifamily Rental NOFA and coordinating policy and financing with other public funders. Before joining the public sector, Rosey worked as a developer for Plymouth Housing, a Permanent Supportive Housing provider in Seattle. She began her career in education, spending several years as a high school math teacher before transitioning into affordable housing. Rosey holds a Master of Real Estate from the University of Washington, where she remains involved as a mentor, and a bachelor’s degree from Smith College. Originally from the East Coast, she now calls Washington home.
